WEEE Directive

Implementation of the WEEE Directive in the UK has been the responsibility of the Department for Business, Enterprise and Regulatory Reform (BERR). BERR have in turn appointed another Government organisation, the Vehicle Certification Agency (VCA), to act as the enforcement body in respect of the distributor (to households, or retailer) obligations to contribute toward the collection of household WEEE.

Since the beginning of producer responsibility on 1st July 2007, the VCA have been actively monitoring the efforts of all distributors to meet their obligations. For non-DTS members, this includes both to actively offering take back, promoting this offering and keeping records of the household WEEE collected and information provided. For DTS members not providing any collection facilities, this relates to your consumer information obligation only.

All retailers are required to educate their customers on the points highlighted in regulation 33.

  1. the requirement on each Member State under Article 2 of the Directive to minimise the disposal of WEEE as unsorted municipal waste and to achieve a high level of collection of WEEE for treatment, recovery and environmentally sound disposal;
  2. the collection and take back systems available to them;
  3. their role in contributing to the reuse, recycling and other forms of recovery of WEEE under these Regulations;
  4. the potential effects on the environment and human health as a result of the presence of hazardous substances in EEE; and
  5. the meaning of the crossed out wheeled bin symbol.

Online Retailers
By far the easiest way to promote the message (especially for you where it is reasonable to expect all of your customers to have access to the internet) is to promote the website www.recycle-more.co.uk, which Valpak operate to assist all members in meeting their CIO and addresses the 5 points of regulation 33.

You should also have a compliance statement, such as the example provided on this factsheet, available onyour website and inform customers where appropriate. An example of this may be a shorter general message and links to both your compliance statement and www.recycle-more.co.uk will assist in raising awareness with your customers. Ideally this statement will be positioned in a prominent position for all customers, for example on the final sale confirmation page, the welcome page or even a pop-up message at check out. Thought should be given before including your statement in areas of the website that experience lower traffic, such as the terms and conditions or a returns policy, as this may not give a required level of prominence.

Catalogue Retailers
Catalogue retailers should also make information available to customers that cover all of the points of regulation 33 (as above). You should therefore have a compliance statement, such as the example provided on this factsheet, available to customers where appropriate. This may be included on your website or on other printed information (such as the annual report).

In addition, a shorter general message should be easily available to all customers, for example in the catalogue itself or within the delivery package for electronic goods (for example on printed documents such as the receipt).

Online and Catalogue Retailers
In addition to printed information, any customer-facing staff (such as call centres) should, as a minimum, be expected to know the following;

  • That there are WEEE Regulations
  • That WEEE can be recycled at the local CA site
  • The customer's local CA site - this can be found at www.recycle-more.co.uk

Helping to recycle your electrical equipment

Why are we involved?
Recycling facilities are now available for all customers at which you can deposit your old electrical products. This is a requirement under UK and European legislation (The Waste Electrical and Electronic Equipment - or WEEE - Directive). The aim of the legislation is to;

  • Make good use of the materials that make up old electrical equipment by recycling rather than disposing in landfill.
  • Prevent the negative environmental effects of sending often hazardous electrical equipment to landfill.

As a conscientious business, BLT Direct has chosen to group together with other retailers in joining the 'Distributor Take Back Scheme'. Through this scheme, we have paid toward the provision of improved of recycling facilities for our customers.

How does this work in practice?
Customers will be able to take any old electrical equipment to participating civic amenity sites (often known as 'household waste recycling centres') run by their local councils. Please remember that this equipment will be further handled during the recycling process, so please be considerate when depositing your equipment.

Funding collected through the Distributor Take Back Scheme has been distributed between all Local Authorities in the UK to ensure the provision of improved recycling facilities. Producers of these products will then ensure that deposited items are taken away and recycled.

Where to dispose of electrical equipment?
Wherever practical, old electrical waste should not be disposed of with your household waste.

Other information
UK households dispose of over 1.2 million tonnes of electrical and electronic waste every year. This is the equivalent of 150,000 double decker buses and would be enough to fill the new Wembley Stadium 6 times over.

Much of the UK's electronic waste ends up in landfill sites, where toxins put communities at risk. Failure to segregate any type of recyclable material in the home will usually result in items being disposed of in a landfill site (buried in the ground in the UK) or being incinerated.

To remind you to recycle, all new electrical products are marked with a crossed out wheeled bin symbol.
